The nation state, as we know it, and the dynamics of international relations are changing beyond recognition. New forms of state are emerging, whose primary legitimacy is no longer based on a promise to defend and protect its citizens, but rather to maximise their opportunities to trade in commerce and ideas. How can new forms of the state best adapt to confront the major global issues of the future? Does the EU represent a new model of relations between states? What role should the US be playing in international relations? Philip Bobbitt, who served as advisor in the White House and held several senior posts at the National Security Council in both Republican and Democratic administrations, talks to Robert Cooper, director general for External and Politico-Military Affairs at the Council of Ministers in Brussels.
