It tells the story of young Doctor Barnado who is intent on cleaning up the East End of London which, at the time, was a pit of depravity. He discovers the plight of the street children and decides to take up their case and plead it to the authorities, in particular the jingoistic Prime Minister Lord Shaftesbury. He is helped by evangelist Syrie and the pair falls head over heels in love.
