What is our present culture of health? And how can the NHS and state meet our needs? Will problems of under-capacity and insufficient patient choice be solved by further injections of tax-payers' cash? Or is it time to rethink the whole idea of a tax-funded health system? Where should we look for ideas? While politicians extol the virtues of other European health systems, how can we effectively measure and compare outcomes across wildly different contexts?
