In February 2000 Victoria Climbie died as a result of one of the worse child abuse cases this country has ever seen. She was only eight years old. The following year Marie-Therese Kouao and Carl Manning were convicted of her murder. The full story of the abuse that Victoria suffered at their hands became public knowledge. How Victoria died became widely documented, how she had been failed by the public agencies whose job it was to protect her was not so well reported.
