The most famous artist of the 20th century, Picasso, stands blinking at the cameras on Sheffield station in mid-November 1950 wearing a blue beret and holding a bouquet of chrysanths. Fantasy? No! Prime Minister Attlee panics about the red menace and allows only one night of speeches in the City Hall. So Picasso takes centre stage.
